Dublin's not that bad for traffic really...

Not when you see this story from China!


"China is considering an emergency plan to tackle a traffic jam crisis enveloping the capital Beijing.

The city government has issued proposals to clear the congestion and is seeking public opinion on the plan that involves increasing capacity of public buses and subways, building roads and increasing parking fees.

“Traffic congestion is a reflection of economic development and the improvement of living standards,” the city’s transportation commission said today.

It listed causes of the gridlock including high population density, rapid increase in the number of private vehicles, overloaded public transportation and poor traffic management.

There are now 4.7 million cars in Beijing, nearly double the 2.6 million in 2005. An average of nearly 2,000 new cars hit the road each day.

But the high volume does not tell the whole story. The problem is exacerbated by the jostle for space with buses, bicycles and even the occasional horse-drawn cart. Aggressive driving is the norm, as is a casual disregard for traffic rules.

The plan’s release did have one unintended side effect – many car sales sites in Beijing emptied as crowds snapped up vehicles amid rumours the government might try to restrict new sales.

“Sales are much better than we expected,” said Zhang Bo, sales manager at a Toyota dealership where customers have to wait two months for a Camry or Highlander. At a Volkswagen dealership, the wait time for the Golf was six months.

The city is not yet proposing any sales restrictions, although it said it may ban cars on alternate days “when necessary,” based an odd-even system using the last number of the number plate.

Currently, the city bans private cars from the roads one day a week, based on the last number of the plate.

Odd-even car bans were imposed during the 2008 Beijing Olympics and reduced congestion considerably, though the rule also prompted wealthy Beijingers to simply go out and buy another car.

Zhang Yu, a senior engineer with the Urban Transport Centre under the Ministry of Housing and Urban-Rural Development, said studies showed that 60% of the time, people’s destinations are less than 3 miles from their homes.

“Residents should consider going by bike or on foot or taking public transportation,” she said. But bus lanes are crowded and so many people find it’s faster to drive. "

Conserve water!

"Dublin City Council is asking people to reduce their water consumption and not leave taps running. All areas will have water restrictions over the next two nights from 7pm to 7am. Don't fill the bath or store water as your tank will have enough to cover the amount needed. 

"We acknowledge and appreciate the high level of co-operation and assistance already received from consumers. With their continued support it will be possible to limit the level of restrictions," says John Tierney, City Manager. "A contingency plan is now being put into effect. This will result in areas having their supply restricted particularly over the next three nights. While every effort will be made to manage any restrictions as fairly as possible, the nature of Dublin’s supply system is such that it is unavoidable that some areas will be more affected than others, so everybody needs to play their part in not wasting water." 
The City Council are locating and repairing watermain bursts as quickly as possible. While the accumulation of snow makes it difficult to identify leakages reports should be made through our contact no. 01 2220600.  Consumers can continue to help by reducing their water usage to the lowest level possible. It is emphasised that there is no need for anyone to store water in anticipation of the restrictions as they will be confined at most to 12 hour periods from 7pm to 7am. This is well within the storage capacity of every home.

Public consultation: Dublin city speed limit

Proposed Speed Limit Bye-Laws
Dublin City Council is reviewing the Dublin City Speed Limit Bye-Laws 2010, which were made pursuant to the provisions of Section 9 of the Road Traffic Act 2004. It is proposed to make new Bye-Laws in respect of speed limits on certain roads within the area comprising Dublin City.
The changes involve recinding the 30km/hr speed limit on Inns Quay, Upper Ormond Quay, Winetavern Street, Merchant’s Quay, Wood Quay and part of Essex Quay and reverting to a 50km/hr speed limit on these streets. Please click here to see a map of the relevant area
Draft Bye-Laws may be inspected during normal office hours, during the period 23rd November 2010 to 23rd December 2010 inclusive, at Dublin City Council, Roads and Traffic Department,  Block 2, Floor 6, Civic Offices, Wood Quay, Dublin 8.
Copies of the proposed Bye-Laws are available free of charge at the above office, tel. 222 2251 or can be viewed by clicking here.
Dublin City Council will consider any submissions made in relation to the proposed Bye-Laws. Such submissions must be made in writing to the Executive Manager, Roads and Traffic Department at the above address and received before 16.30 hours on the 23rd December 2010.

M4 closures in December/January

There has been a bit of confusion about the impending M4 works, Kildare County Council seem to have the wrong info on their website. The NRA got in touch with us yesterday to say there'll be rolling closures from December 16th to 22nd between 10pm and 5am. The closures will be sectional so only one part of the road will be closed at a time.

M4 Signage Improvement Programme
The National Roads Authority is currently undertaking a project to improve the overhead signage on the M4 motorway. This work will consist of 20 overhead gantries to be installed at three primary locations; Mullingar, M4/M6 Junction and M4 Kildare (Between Leixlip and Maynooth).
Locations- Closures -Times
Mullingar
  • Eight cantilever gantries (spanning the hard shoulder and left hand lane, not the entire motorway) will be erected at Junctions 13, 15, 16, 17 on both the Eastbound and Westbound sections of motorway for a total of eight signs.
  • To facilitate the safe construction of the signage the left hand side lane only will be removed from normal operations. There is no motorway closure at these locations.
M4/M6 Junction
  • One portal gantry sign and one butterfly sign will be erected in advance of the M4/M6 split. This work will impact the M4 Westbound only.
  • To facilitate the safe construction of this signage the M4 motorway westbound at the approach to the M4/M6 split will be closed for one night only on December 16th. The closure will take place during the off-peak hours and the carriageway will be reopened before the morning peak. (Exact closure hours will be announced closer to the closure date) Traffic will be directed off and back onto the motorway at clearly identified locations.
  • This one night only closure is weather dependent therefore the closure is booked for December 16th, but can occur from December 16th to December 22nd.
M4 Kildare (Between Leixlip and Maynooth)
  • There will be 5 portal gantry signs (spanning the entire carriageway) and 5 cantilever gantry signs (spanning the hard shoulder and left hand lane). These signs will be located at Junction 5, 6 and 7 Eastbound and Westbound.
  • To facilitate the safe construction of the signage on the M4 Westbound and M4 Eastbound, alternate closures will be scheduled to ensure one side of the motorway will remain open at all times.
  • These closures will occur during the off-peak overnight hours between December 16th to December 22nd and are weather dependent, therefore the expected closure details (exact times) will be confirmed closer to commencement of works. Again, these closures will impact one side of the motorway at one time only. Traffic will be directed off and back onto the motorway at clearly identified locations.
